The 121 should only have the main filter ring taken out before the reservoir tank is put in which easily just falls into the main dust tank area. Make sure though that the bin's square edge is at the front where it rests at the front of the Vax where the hose comes out. Then unhook the pump to lay it in the water tank and the motor should be able to jam ontop clipping both sides down to lock. Perhaps you are putting the reservoir bucket in the wrong way.

SOURCE: there is no water coming
There is a leak or blockage due to Calcium or something building up in one of the nozzles. If there is a small leak on the hose or one of the fittings there will not be enough suction to get the fluid through the hose. If the nozzle has a problem with build up you will need to remove them and soak them in a solution or manually clear them. I recommend using CLR to soak them in and clear the nozzles. I would also take the machine outside and put CLR in the water solution tank and let it sit for about an hour, run the machine for 5 minutes or so the circulate the solution through the pump unit and let it sit for another hour then use the machine running outside until it cycles all the fluid out of the tank, rinse the tank and it should work properly after that. If it doesn't there is a mechanical issue in the pump and you will need to take it to a shop to get it repaired. All of this assumes you or someone has used regular tap water in the machine for normal use or it has been used and left with solution of water in the lines when stored.
