lower paper feeder is out of position. you have to open the printer and get to the lower paper tray feeder. push the plastic gear wheel and axe into position again.

Do you hear the paper feed motor at all?
If not, either the drive electronics or the motor has failed with the latter being the least likely.
If you do hear it, the pickup roller is probably gotten loaded with paper fiber (there is a difference between cheap papers) or has dried out on its surface. If it seems to be working, take a clean sheet of paper, make a fat line across it about two thirds down from the top with pure alcohol or methanol (don't use 'rubbing alcohol' diluted with water), feed the paper into the machine and stop the paper several times as it is pulled through to try to get the wetted strip stopped on the pickup roller to hoopefully clean it. To get the machine to feed, send it a blank page from any text editor. If it still won't pick up the paper, you will have to gain access to the innards and locate the first roller in the paper path and, if possible, remove it and using a coarse wood file, roughen the roller. Depending on the type of rubber, this can produce tiny 'fingers' of rubber sticking out which will grip the paper better. Pay attention though to turn the roller in the direction of normal operation to produce a surface with 'fingers' that will catch the paper.
Many printers develop that problem with use and it has been serious enough in some older HP models that they designed a special fixture and a small software program that did the same as I suggested with the file. This can be done several times without reducing the roller diameter too far.

The paper detect sensor could have dirt in it. Blow canned air directly on the sensor and try again. Asides from the sensor being bad the actuator for the sensor could be broken.
