if you require the drivers for your system go to the manufacturing website and download them.
if you need the recovery discs ,again contact the manufacturer,they will charge you for it.
if you only need the operating system disc ,sorry you have to pay for it ,at any pc outlet.

That's because "not booting" only relates to the hard drive after you have eliminated the power cord, power supply, motherboard, memory and CPU of the computer. Eliminate those 5 things and in the process you will have found your answer.

Since you've not specified whether your Dell supports SATA or IDE. Please open it and check it whether it has IDE Slots and cable or
SATA cable and slots.
If it supports Sata, buy SATA Hard drive otherwise buy IDE.
For a monitor just buy any, either flat screen or Cathod Ray
