Either the float is stuck or the pump is stuck...
To release the float a good shot to the side of the pump is all that it will take....
If that does not work then a few screws and the top will come off.. the pump is a very simple spinner.. make sure ther is nothing jammed in there...
if that all checks out replace the unit, the motor is shot....
you should be able to find a new one at a HVAC supply house for around fifty bucks...or check www,grainger.com for a replacement condensate pump.

Little Giants are noted for having faulty float switch problems----even the new ones----a major HVAC company I worked for discontinued using them because of this----they remove 1 to 2 years worth of installed pumps and substituted another to because of warranty no heat/ac/flooded floors call backs and returned all of them to the mfg including all of the stock they had---for life of me I can't remember the name of the new ones---when the float failed it would shut down the furnace or ac and usually flood the floor by NOT pumping --- being a service warranty----the pump was replaced not repaired---they probably could of been repaired though with another float switch such as what could be done with yours---that's all I got--good luck
