for remove the bobcat fuel tank you need remove first the motor or if do you want to clean the fuel tank you only need remove in the botton side the steel bar with 3 screws and remove the fluel tank plug.

There should be more than just one filter on that motor, check at the lift pump and injector pump.
Gelled fuel can be a pain, if that's the problem then warm it up (tarp and salamander for a few hours or leave it inside the shop overnight if the shop is warm), top off the fuel and give it a can of Power Service brand Diesel Kleen, then try it.

SOURCE: I have a bobcat 863,
the fuel intake is from the top of the fuel tank, there is a tube which goes to the bottom of the tank. This tube may have deteriorated and come off or have a crack. You can lift the cab and reach down to the tank to pull the plug to check. good luck
