My guess is your PC Board (PCB) is shot and needs to be replaced. From the manual: The PCB measures moisture across the sensing bars on the front duct assemby (it is possible, but unlikely that the sensing bars have lint over them which may be causing a problem). As the clothes slide past the bars the PCB reads the current across the bars. When the clothes are dry the current ceases so the PCB advances the timer. There should be a min of 1 M ohm across the bars when dry. The resistance should be lower when mositure tracks across the bars. To test the bars check the resistance when dry, then wet your finger and place it across the bars and check for resistance. Again...it is very unlikely the bars are the problem. More likely it is the PCB. Part Number WE1M418 for the DE09 (similar to the DE08, but check to make sure with your local appliance parts person). How to replace the PCB: Open the console; unscrew and remove the PCB cover; disconnect the PCB connector; unclip PCB from its holding clips. Reassembly is the reverse procedure. NOTE: The PCB is NOT, repeat NOT, the timer!! It is located on the inside of the console on the left hand side of the instrument cluster

It could be the sensor. However, check the exhaust vent for restrictions first. you can test the moisture sensor Damp Dry Test 1. Set the following Timer- DAMP DRY Fabric Care/Temperature switch- COTTON HIGH Wrinkle Guard switch- OFF Signal switch- LOUD Door- must be closed 2. Press the PUSH TO START switch. After approximately 16 seconds, the Timer will start to advance to the OFF position, and the ?End of Cycle? signal will sound. If one or more of these functions do not occur, proceed to the Factory Test. Factory Test The Factory Test allows factory/service personnel to test and verify all inputs to the Even Heat control. The basic operation of this test is to notify the operator with an audible beep every time the status of an input to the control changes state. Activating the Test Mode 1. Set the following configuration: Door- must be open Fabric Care/Temperature switch- AIR FLUFF Signal switch- LOUD Timer- TIMED DRY OR AUTO MOISTURE SESING PLUS selection 2. Turn the Wrinkle Guard switch from OFF to ON three times within a five second period. A single beep will sound to indicate that the factory test mode is activated. NOTE: If any of these initial conditions are not satisfied, the control will not enter the test mode. Test Mode Functionality When the control is in the Factory Test mode, every input change of state will result in a beep (with the exception of the Signal switch). This includes: Door switch Moisture Sensor (short/open Sensor will result in a beep) NOTE: A moistened finger or damp cloth may also be used. Fabric Care/ Temperature switch Wrinkle Guard switch Push to Start (PTS) switch (with the door switch closed) Timer (any cam input change will result in a beep) NOTE: Timer will advance during test. If any of the inputs do not result in a beep, proceed to the following component tests If the dryer shuts off too soon when set to the AUTO MOISTURE SENSING PLUS cycle, check the following: -HARNESS/CONNECTION -MOISTURE SENSOR -THERMISTOR -EVEN HEAT CONTROL Procedure: 1. Test the Moisture Sensor by following the procedure outlined in ?Factory Test?, beginning on page 3. If the Moisture sensor fails the ?Factory Test? (does not produce a beep sound), check the Moisture Sensor. a. If there is continuity to Ground for Yellow/Red (Y/R) wire with no load, look for a short in the Sensor or Y/R wire. Verify harness connections both at the Sensor and the Even Heat control. b. If the Sensor and Y/R wire are good, replace the Even Heat control. 2. If Factory Test passed, verify thermistor by performing test procedures outlined in ?Thermistor Test? 3. If problem persists after replacing Moisture Sensor and thermistor

This link shows the next likely cause of your issue. Remove the front panel and inspect the sensor bar which is located at the 4 o'clock level on the drum bulkhead, ( see the first link for location). Ascertain that 2 wires are connected to it and that black sensor bar is not cracked or broken.

f yourdryer won't heat up, it's possible that it is not being supplied withthe proper voltage. Here are three ways to make sure power is gettingto your dryer: First, make sure your dryer is plugged in. Next, checkthe circuit breaker panel to make sure all the circuit breakers are inthe correct positions. Finally, check to make sure no fuses in yourfuse panel are blown. Any of these could explain why power is notgetting to your dryer.
It is possible that your dryer isn't heating because its heatingelement is defective. Heating elements are irrepairable. If yours hasceased to function properly, you will have to replace it. Open yourdryer's cabinet and locate the heating element so that you can test it.
Another possible cause for a dryer not heating up could be attributedto a faulty thermal fuse. Once a dryer's thermal fuse has blown, it isno longer of any use. If your dryer's fuse is blown, you will have toreplace it. Open up your dryer's cabinet and locate its thermal fuse sothat you can test it.
If any of your dryer's thermostats have become defective, they could bethe reason that your dryer is not heating. Open up your dryer's cabinetand test each of your dryer's thermostats. If any are faulty, replacethem.
A defective timer motor could also cause your dryer to not heat up.Test your dryer's timer motor. If it is no longer functioning as itshould, replace either the entire motor assembly, or just its motor.

Sounds like you have a blockage in the venting from the dryer to the outside and the moisture from clothes is probably not exiting the dryer and causing the display panel to condensate. Take the vent off the back and dry a load with it off and see what happens.
