Press and hold the power button for fifteen seconds. Does it shut off then? If so, press and hold the power button for two seconds until it starts rebooting.

Patricia, Using the power switch, you can forcibly reset your Kindle device. This reset will shut down the Kindle without accessing the shutdown command from within the Kindle's operating system, a particularly useful tool when dealing with a frozen Kindle. To initiate a hard shutdown, Kindle disconnect from its charger, slide and hold the power switch for about 20 seconds. This will force the Kindle to shut down, now it can be restarted normally.
Check links below for charging problems.

My amazon kindle screen is frozen on the right hand upper corner. The rest of the screen is still fine and works but that corner is frozen.

Make sure that the kindle is fully charged. Plug your kindle into the wall charger, a yellow light will light up. When the yellow light turns green, your kindle is fully charged. Then try turning on your device. If the device still does not turn on, hold the power switch for 15 seconds, this will reboot the device.

Try a different charger or try to power up your Kindle with a different battery. If that fails too, you have a logic board issue. Amazon2_bing.gif should give you a replacement. If you're out warranty, you can get the part at Kindle Repair and there is a guide that shows you how to open a kindle and install parts at Kindle Repair Guide.
