The message that it displays is just telling you that the hard drive's self diagnostic is turned off. When your computer is booting up can you hear any beeps?

I would suggest that you get a copy of Ultimate boot cd or Hirens cd and run that if you can boot from cd. Then use the disk repair tools to help diagnose the problem. If you have anymore information that would help too.

What does it mean when phone is on desktop loop

Hi Shaundra,

A loop line or loop around is a telephone company test circuit. The circuit has two associated phone numbers. When one side of the loop is called (side A), the caller receives a test tone of approximately 1000 Hz(milliwatt test). When the second number (side B) is called, it produces dead silence, but the party on side A hears the milliwatt test tone drop, and is connected to the person on side B. The purpose of the loop around test is to allow circuit testing to a distant central office without needing a person at the far end. The technician can send a tone down either line and measure the response tone on the second line to determine the path loss parameters.

It keeps looping on startup

Hi there! Try this out... Turn off the computer. Turn it on then start pressing f8 it should direct you over a screen selection with safe mode as part of the selection. Select safe mode it should load up now if it doesn't re do the first process we did now this time on the selection select the one that says disable automatic restart then once you have selected that it will show you what's causing the computer to restart.

Hope this helps!

Well you can try in safe mode with command prompt and than

To start System Restore using the Command prompt, follow these steps:
  1. Restart your computer, and then press and hold F8 during the initial startup to start your computer in safe mode with a Command prompt.
  2. Use the arrow keys to select the Safe mode with a Command prompt option.
  3. If you are prompted to select an operating system, use the arrow keys to select the appropriate operating system for your computer, and then press ENTER.
  4. Log on as an administrator or with an account that has administrator credentials.
  5. At the command prompt, type %systemroot%\system32\restore\rstrui.exe, and then press ENTER.
  6. Follow the instructions that appear on the screen to restore your computer to a functional state.
See if that works

Desktop screen won't stay on

how old is your screen, if its older than 2-3 years mostly its gone and you need to replace it. If its in warranty then contact dell customer support. Life of screen can be around 3 years after that i may not work.
Another test is to connect it to some other computer and see if its working, then we can focus on some output issue from the CPU.

If you can from another computer download Ultimate boot cd or Hiren's boot cd.  There are tools on the cd that can help you recover data or diagnose any hard drive problems or system problems.

When we turn the laptop on, it goes to startup screen and then gets stuck in a cycle/loop of loading (including which startup mode you want)

Most likey a Windows fill of some sort is corrupted. The best solution would be to just reformat the computer and lose all data.

Alternatively you could use a Linux Live CD to boot from the CD-ROM and access the hard-drive to perhaps save any documents. If you don't know how to do this yourself I'd recommend carrying it to a facility that is fluent in computer support. Try a local college's IT Department.
