It sounds like you are using a voicemail service from a provider, meaning you did not buy the voicemail system with the phone system. If you confirm, I can tell you how to fix this.
SOURCE: External Answering Machine Hook up with M7310
Even though the plug that plugs into the wall on an M-7310 looks like the same plug that the answering machine has, it's function is completely different. The information passed on the single pair of wires is enough to make a 24 button 10 button or 8 button system phone work, has no ringing voltage or dial tone for a single line device like your answering machine.
A Nortel system has ports that have that information, but most likely the answering machine was installed BEFORE the phone system lines, which means it only answered the first line.
Try plugging your answering machine into the EXACT location it was before.

You have to reprogram this locals cfw no.# of ring .
Go into progaming set type in local step to cfw and # of rings

Fress F985 u will get voicemail DN. Note down ur voice mail DN.
Go to programming of Norstar which will be F**266344 password will be 266344.
Dispaly shows u terminal and extensions.
press show
then next display will show u capabilities.
Press show then next display will show u FWD no answer.Press show then change put the voicemail Dn which u had written then next.
Now call will go to ur voicemail provided u have ur own presonal mailbox. If it is not there u will have to createe it otherwise it will go to general delivery mailbox.

Is your system a BCM or a CIC/MICs system?
I know you most likely will not know, so I will give you both ways to change this... they are pretty well Identical, but there is one extra set if your system is a BCM, that is if the set programming can be done.
ok... lets get started!
Go to a programming set:
-> FEATURE * * 2 6 6 3 4 4 (CONFIG)
-> User ID: 7 3 8 6 6 2 (SETNNA) [this is the extra step I was talking about]
-> Password: 2 6 6 3 4 4 (CONFIG) [this is the default password, but could have been changed by the programmer]
Now you will have to look at your LCD for 3 arrows
<- Heading....Enter->
<- Back .......Next->
You will not see these words in the LCD display, you just have to look for the 3 arrows that correspond.
-> You will now see TERMINALS&SETS, and press the ENTER button
-> type in the extension of the set (eg:2338), now you will see 2338: NAME
-> press ENTER and you will see LINE ACCESS press NEXT till you see CAPABILITIES
-> press ENTER and look for Call Forward No Answer
-> press CHANGE and type in the new name pressing the # button to advance to the next letter.
-> Hit the NEXT button to save
-> press the HEADING arrow to back up and press FIND to look for next extension that you want to change.
-> after all the changes are made, press the RLS button to end programming.

the phones were here long before I was so I'm not sure. I just know I've tried going through the admin prompts and there is no prompt that says change number of rings
