If you refilled the cartridge instead of buying a new one, than that is your problem. New printers won't accept refilled cartridges, you must purchase a new one.

Inkjet printers need to be used frequently to prevent inkdrying out in the print head nozzles. If the print head cleaning maintenance routine does not clear the blockages,then print head needs replacing, but it may be expensive. It may be more cost effective to buy a later model and better printer thanreplace the print head.
Black printer ink in Dell Printer may fail to be recognized by the printer. Most times an error message will be sent indicating that something is wrong with the black print cartridge. Sometimes the printer may accept to print with the black ink, but the printouts may have horizontal lines and very illegible letters. In such a case a manual cleaning of the print head should be carried out. In doing the manual cleaning, one should spray Windex heavily on paper towel and wipe off the surface of the print head.
It is possible that the cartridge that you bought is not working and it happens, I experience it myself. Since you have done most of the troubleshooting for printer cartridge issues, you may want to contact Dell technical support to have that cartridge replaced. They might ask you to do those steps again to validate the replacement.

1.perform maintenance of your printer in the setting
2.clean up the nozzle.
3.remove the cartridge clean with alcohol or solvent use cotton buds.
4.if doesn't print again replace your cardridge.
# Hold the cartridge upside down, with the bar-code label facing you and take a damp paper towel. # Use the towel to wipe the printhead of the cartridge on the bottom (where the ink comes out). Wipe the printhead horizontally in one direction only (left to right). # Continue doing this until it looks clean. # Then dab the cartridge on the towel to make sure the ink is flowing. # Next, look inside the printer and locate the carrier that holds ink cartridges. Caution: Make sure the cartridges are not installed at this point.
1. Look for a shiny piece of metal underneath the contacts at the back of the carrier. 2. Take a damp cotton swab (use water only!) and wipe along the bottom of the shiny metal piece. Note: You may need more than one swab.
