Check your RAM is good. This is a normal symptom for RAM failure. As long as the fans are running.

When I power up my T5086 RA, I get three beeps and no video signal at all, even with a PCI-E video card. Help!!!

Sounds like memory problem.
Remove the memory modules and then insert one, and try to reboot. Do this until you find the faulty memory.

No video signal

Try turning the console off, then holding down the on button until you hear a series of beeps, each beep representing the system switching video modes. (try testing another output source to make sure your tv is working correctly) if your tv accepts other video signals then you should find the correct one from your ps3 with this method. you may have to get it to work on AV or S-Video to make the appropriate changes to the HDMI and set the proper resolution for your television first.

Hope this helps.

No signal on monitor

The beeps you heard, 1 long two short is the bios telling you that there is a problem with your video card. Normally you would remove & reseat it. Not the case with the intergrated video. When you added an AGP card you should have been able to get video. All video is controlled by the intergrated video controller. If your sure the radeon works than all that is left is the mb controller which can't be fixed. There is a slim chance you might get a PCI video card to work. Link to your board:
