Canon photocopier 1600 Cleaning Blade not...

I have Canon 1600 model photocopier, Cleaning Blade is not cleaning properly even I have changed 3 blades and 3 drums it is not useful. After taking 10 - 15 copies, copies are coming one side black lines and tonners are standing on the right side of drum, If I removed it that powder by using cloth it will come clearly another 10-15 copies afterwards again same problem i.e. lines are coming on printing. Due to this result drums are scraching therfore I have changed 3 drums and 3 blades even though problem not yet solved. Kindly let me know what steps I can take to recktify this problem.
