My friend has a computer and his desktop is not showing up on his computer. He can only access application through the task manager and selecting run. We have tried using msconfig to fix it. We have tried all three start up options and tried enabling and disabling everything but can't get it to work. The task bar and the start menu are not showing either.

If you are running a desktop or laptop ?
It sounds like you are running win8 ?
If you can access your windows explorer without problems, you may have file corruption on your hard drive.
I would try a factory restore

You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. If you are refering to your desktop items, you can put them back by right clicking anywhere in your desktop > View > and Show Desktop Item. If that didn't fix the issue you have probably lost your data meaning that you can seek help from your local Pc repair show or technician.
Try opening My Computer on your Desktop if not you can access it in the Start or Microsoft Logo Orb. You should be able to see your Webcam icon there. For the meantime, please let me know what applications/Softwares installed in your computer.
If the Windows loading progress bar appears after turning ON the Computer and the Computer goes to the blank screen then perform the under given steps.
Press "CTRL+Shift+ESC" key combination to open the Task Manager window. Next, click on the "Applications" tab and click on the "New Task...." tab located on the bottom of the window. Then type "explorer.exe" and click "OK".
This would bring you back the Desktop icons and the taskbar.
Try resetting the desktop. Right click on the desktop, click properties, then open the desktop tab. Change the desktop picture and see if that works. If it doesn't try a system restore. You will be able to access the start menu by pressing the windows key. If these don't work you'll need to run a system repair with your recovery or operating system disc.
