Outlook (witch one are considering?) is a set of productivity tools included with Office package: Mail, Calendar, Task, Agenda, contacts etc and became more and more sophisticated (and complicated) progressing with version from 2000 till 2007..
Outlook express is a reduced set of office productivity (Mail, contact) always supplied as part of windows and actually supplied as Windows Mail in Vista.
Both are Mail Clients (= No webmail based ) but they can be configured to access webmail account.
Outlook Express cannot be used to access Mail server based on MS Exchange but both system can access POP, IMAP and HTML server.
On Microsoft web site you can find several tools to compare feature between different mail client and also OWA the web based tool to access an Exchange server.

Outlook folder is gone

I guess you mean if you look in "C:\Program Files\Outlook Express" it is not shown?
If you go to Start>Search>All Files and Folders and search for 'Outlook Express' that should bring up a few locations. Check them out and see if that helps
Otherwise you will need to start up your original Office CD , and find the option to 'Add software' and re--install Outlook Express.
The real question is - what happened??

Tip

The difference between Microsoft Outlook and Outlook Express

1 :Outlook Express was developed as part of Internet
Explorer with the home user in mind while Outlook
was developed as part of Microsoft Office with the
corporate user in mind.
2. Outlook Express is a basic Internet mail program
that is part of Internet Explorer and Windows.
Outlook is a full-featured personal information
manager that is available as a part of Microsoft
Office and also as a stand-alone program.
3. Outlook has a host of features that Outlook
Express does not have, such as a calendar,
a task list, a journal, and automatic backup into
archive files.
4. Outlook can be programmed using Visual Basic
for Applications (VBA) but Outlook Express cannot.
5. Outlook also has a very powerful Junk Mail feature
6. Outlook has message rules for both incoming
and outgoing mail, while Outlook Express can
only filter incoming.
7. Outlook Express was designed for use on a single
computer and so its message store and settings
cannot be stored on a server. Outlook however
was tailor-made for networks, and so its message
store can be on a central server that many
machines can access.

How to instal outlook express?

Outlook express only comes with windows xp and earlyer windows versions.
However in windows vista microsoft did replace outlook express with windows mail and
in windows 7 they left it completely out of the package.
In windows 7 you'll have to install windows mail from the windows live essentials package, wich is free to download.
Outlook express can't be installed on windows vista and 7, use windows mail instead.

Download Windows Live Essentials here: http://explore.live.com/windows-live-essentials?os=other

Cannot send/recieve mail outlook express

If you have installed Microsoft Office Outlook 2007, it will set itself as your default mail client. Hit the Windows ball or Start button on the lower left of the desktop - All Programs - Outlook Express. When it opens; hit File - Export - To Outlook (Messages). Outlook Express will export all of your messages, contacts and account settings to Outlook 2007 and you will be able to use the better, upgraded Outlook Mail client.

Outlook Express spell check

Outlook express does not have its own spell checker, it relies on the one installed with MS Office. Unfortunately the one that comes with Office 2007 is no longer compatible with Outlook. At present there is no solution except to install third party spell ckeck software.

Microsoft covers this here: http://support.microsoft.com/kb/932974

It's possible that you do not have Outlook installed. To determine whether or not it is installed try going to Start and then Run and then type "Outlook.exe" (without the quotes). If you have Outlook installed it will launch.
