Check your VCR or DVD for correct region and standard. If I had a camcorder, VCR, or DVD player here in America on Pal standard or eupopean region the same thing would happen.In fact I accedently did that on an unknown switch on the camcorder.

SET YOUR TO RF LEVEL " LOW" OR YOUR CABLE CONNECTION IS WRONG CHECK IT.IF THE PROBLEM REMAINS, CHECK IT ON STANDARD DEFINITION TV FOR RECORDING.IF THE PROGRAM RECORDS OK THEN IT ID NOT COMPITIBLE FOR DIGITAL SIGNALS. BUT IF NO RECORDINGS PERFORM CHECK THE VIDEO HEAD CLOGGINGS OR MAY BE MAIN "IC" PROBLEM.

Tried all combinations of scart connections and channel settings ,without result.Finally connected an external freeview box to VCR AV2,with through aerial feed to TV.Setting TV toEXT-1 and VCR to AV2 and with scart to phono adaptors connected box audio and video "out "with phono leads to audio video "in" using an adaptor into the TV scart socket.

The converter boxes can hook right up to any vcr on the antennae in jack. They work just the same. I like using vcrs because you can hook up anything to them and then run it to tv. It's great!

Has the TV got more than one scart socket? If so try a different one, as some are not designed for VCR playback. Also the scart lead must be fully wired, check that it's not damaged (look at the pins carefully). Scart leads are good at causing all sorts of trouble, so make certain you have a good quality new one connected.
