Question about Cell Phones
I find that one particular number gets blocked on my phone and prevents incoming text messages from that number.. I clear that block but within about a month, the block of that number has been reinstated

the call must be blocked from the tower in order for your phone not to react to a connection attempt from that particular mobile device number. you can contact your service provider and they may have a work-around or a fix for you.
the easy way though, and the way i recommend as long as you are wanting to block calls and not txt from this number, is to asign a custom ringer as none. this will silence your device and deactivate the vibrate mechanism.
now when that # dials yours, you are not disturbed.
or if ur realy serious just call ur service provider and they can fix u up.
