This is most likely caused because it may have overheated and caused a problem with the fan.

Runs for 20 seconds and quits

If the heater has been working normally, but has now suddenly developed this problem, it could be caused by a dirty photocell, clean with a soft tissue. In a dirty condition the photocell can't see the light of the flame, therefore it tells the control PCB the heater is not burning, and it shuts down. If it is clean, then it becomes more difficult to identify the problem, as long as the ignitor is working properly, it maybe caused by the PCB itself, or the photocell sensitivity may have become reduced, and it needs to be replaced.

Heater not working in extreme cold weather because fan wont shut off. fan has been replace and the computer has been checked. nobody knows what is wrong

I'm making some assumptions, here.. I've been told I make too many assumptions... but, I'm assuming that you're talking about the engine cooling fan.. If I'm correct in this assumption, my guess is that you've not taken the vehicle to a good, reputable mechanic or repair shop. There are several reasons that an engine fan would not turn off, and each reason would have to come from a qualified mechanic. For example, there is a sending unit for the air conditioning system that might cause continuous running... or a sending unit in the air conditioning system that could cause the same thing. To complicate that issue, quite likely your air conditioning system purposely kicks on the engine fan any time you run your defroster. Also, your inside heater should function correctly, regardless of the engine fan running continuously. If I'm wrong on that score, then your engine has a thermostat problem "to boot"... which, by itself, could cause poor heating of the inside of the vehicle. NOW, backing up a little, if you so happen to be talking about the fan INSIDE the vehicle that is part of your heating OR air conditioning, we have a little different matter on our hands... First, some vehicles legitimately have a fan running on slow speed at ALL times.. for continuous air circulation purposes (sometimes, you can't actually hear this). Also, I might add that THIS fan running all the time should not be a problem for the heater to work properly.

The vehicle has overheated that coolant that leak out that is why the air condtion doesnt get cold. The vehicle is trying to communicate to you you have a coolant leak going on

All pro heater runs for a couple of minutes.then

it only shuts down because of an overheating condition or the lack of fuel. if you have an ohm or multimeter, check the ohms on the fan and see if you have any resistance. If you do the fan is good but may still not be putting enough air across the heat exchanger to safely alloww the heater to run without causing a fire.

Sounds like the motor start capacitor is gone south on you. you can get them at a motor rebuilder.

Kia rio air conditioning light?

The manual instructions are basically:

Turn the fan to 0 (off, far left).
Turn the air control to full defrost (far right).
Press the recirculation button at least 5 times within 3 seconds.

If you've done it right, the recirculation button light will flash a few times at about 1/2 second intervals.

I've tried it on mine and this works.
