This is caused by a faulty solenoid at the water inlet valve. The solenoids can be tested for continuity using a multimeter. A lack of continuity indicates a faulty solenoid. I am attaching a photo for reference. Hope this helps and best wishes.

Under the tub is a round coupling that wears out. This needs to be replaced. When the washer is over loaded it puts to much stress on this coupling and wears it out. You have to take out the drum to replace it. As for it not filling, check the water vavles that supply the washer they may have been turned off

there are a lot of questions of a simular nature check the diaphram switch this controls how much water is taken in and wont progress until the switch says so what you dont say is if the machine keeps filling or stops filling and wont progress
