I have a Konica Minolta C6500 and I have error code C4717 what can be done

Index sensor output does not
change by the execution of
APC. Index sensor cannot
detect the laser because the
polygon mirror does not rotate,
or because of the index sensor
out of position or defective index sensor

Basically the (Black print head/LASER UNIT/Write Unit) for Black drum is causing problems internally. Inside the unit the Index sensor output does not change by the execution of APC. Index sensor cannot detect the laser because the polygon mirror does not rotate, or because of the index sensor out of position or defective index sensor. Or one of the many control boards is causing issues with Black Laser Unit, such as:

Printer control board (PRCB)
Image processing board
(IPB)
I/F board (IFB)
Image memory control board
(IMCB)
Serious Cost for these boards, recommend a Konica Minolta Tech check this out. Sorry

Crt mother board secondary voltage will come 200 wats prblm occur tell any one

The 200 volts is likely a screen voltage source---If the set uses a CRT it is older.

Aside from that voltage in a CRT type monitor no filaments lit in the neck of the CRT can also cause no light on the screen (I assume screen does not light up at all)

A CRT monitor also requires the High voltage to be there for brightness---

There are things you can look at but what is your skill level with this type of equipment?

My cooling fan on my mother board start making noise now as soon as you power up the pc it shuts down could it over heat that quickly or did it ruin mother board?

It is possible to burn out a processor in a matter of seconds without cooling. Please do not attempt to restart the unit, until you replace the colling fan on the processor. If it's not the processor fan/heatsink, you may have lucked out, but don't restart it till you replace the fans. The fan that sits on your cpu is the main concern, if it's one of the others the board should shut down automatically in order to stop this scenario from occuring.
