I look at the diagram page 31, pin 1~3 is the VCC for the panel with notes for 12/5vdc, it can be connected to the 12 or 5vdc, so it must have a jumper on the board somewhere that will let you choose 12 or 5vdc for the panel, the main thing is that the rest of the panel pins match the original panel, please verify that first.

no, this is the t-con board, some panels have the inverter built in to the panel and some have the inverter as part of the power supply board. if you see two pairs of wires with extra clear plastic sheathing comming off the power supply, then the inverters are part of the power supply board. most likely the culpret. if this does not fix it, then one or more of the lamps in the panel are shorted keeping the rest from lighting. if that is the case, you are screwed...the lamps cant be replaced,the entire panel has to be replaced.
No never buy a TV that another person claims just needs a "part", if that was the case why haven't they fixed it? Very bad idea.
