I have a L1930b with a bad panel. I have a panel that will fit this monitor but it is an LM190E03-B4, which takes 5V input, whereas the original panel takes 12V input. The power inverter is a Lien Chang...

You can use the 5vdc from the monitor power supply
Service manual:

I look at the diagram page 31, pin 1~3 is the VCC for the panel with notes for 12/5vdc, it can be connected to the 12 or 5vdc, so it must have a jumper on the board somewhere that will let you choose 12 or 5vdc for the panel, the main thing is that the rest of the panel pins match the original panel, please verify that first.

No power with 700P LCD monitor, No green light, nothing. replaced 2 popped 470 25C caps. Nothing else looks bad. Board 860-ALZ-M713-F

You will need to check for any pico fuses that run along those capacitor lines they may be marked as pf or nf on the pcb

Philips 170S keeps turning on and off

Yes it is simple. If you have the expertise you'll find 5 capacitors on the power board are bulging. These are bad and need to be replaced. Most of the time your nearest Radio Shack will have the correct values. If you're comfortable opening up the monitor then you'll need to take it to a pro.

Screen goes blank after being on several seconds

Is the green light on (still indicationg power? Ist put your ear to it and switch on - hear any buzzing? Most like the HV Fluro Inverter for the lamps has an issue. For some the 2SC5707 may have gone - common.

NEC Monitor LCD1700V

I had a similar problem with a NEC LCD1935, and I traced it to the inverter board which was a Lien Chang LI-2190 ... it seems that common problems with this type of board are bad solder joints due to the temp. cycling, or blown capacitors, but I was too lazy to resolder everything so I just disconnected the BL signal line that goes between the main board and the inverter board, and this solved the problem. In my display it was a green line, marked BL on the inverter board -- I removed it from the connector and just taped it off.  I'm guessing that this is a blanking signal that the invertor uses to signal to the main board there is an overcurrent situation and that the display should be blanked/shutdown.
I'm certain that there are still problems with the inverter and it might go again, but at least I have a working monitor for the time being.
Caveat emptor.

Kogi L4AX 14" LCD Monitor.

my supply has the following specs.
AC input- 110-240v 1A  47-63Hz
DC output 10-17v  3.5A
Nom. V 12v
Nom current 2.9A
output power 35A max.

With this you can likely find a universal "brick" that covers your needs
