a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: how to fix
my problem in finding a solution to this problem is the fact that Casio doesn't allow anyone who isn't a Casio supplier to download the manual for the CE 3700.
I would firstly suggest that you cycle the power on the machine if you've not tried that already. To do this you need to power down the machine and physically remove it from its power source. Keep it powered down like this for 30s to 1min to allow the machine's memory to clear. Power it back up and try logging in now.
If this doesn't work and you still have the manual for the CE 3700, try looking up some section in it relating to the procedure to restore the machine to its factory settings. With the machine restored to its factory settings you'll be able to log into the machine as if you just bought it, with the down side of losing all the data acquired by the machine before the restore to factory settings was performed.
If this doesn't work either the possibility of physical damage to a electrical component of the register should be considered and could be verified by a electrical technician.
Hope you find this information helpful in solving the problem with your cash register and thanks for using the FixYa service

Hi. I would advise both of you to try a flag clear first to see if you have any program left.
Turn key to program. Power off at wall.
Hold RECEIPT FEED, and turn power on at wall.
Wait 10 seconds, then let go of RECEIPT FEED.
When you see 'FFFFFFFFF' press SUBTOTAL.
Turn key back to REG and try it.
If you still need help, let me know.

This ino might help: Cleaning ERRORS: ______________________________
1.- Turn the Mode lock to OFF
2.- Press down the RECEIPT FEED button
3.- Turn the key to PROGRAM
4.- Lift up RECEIPT FEED button (FFFFFFFFFF)
appears on the display panel
5.- Press SUBTOTAL (wait for receipt to issue)
6.- Turn Mode Switch back to REG and use as Normal.
Also another bit goes like this:
1.- Insert the OW key and turn to OFF
2.- Hold down the JOURNAL FEED button and turn the key to PROGRAM mode
3.- Release the JOURNAL FEED button. The display should shows "00000000".
4.- Turn the key to OFF
5.- Turn to REG1. The display shows "INIT" and "0.00"
6.- Press the number 10801 and then press SUBTOTAL. Initialisation is completed when the printer stops operation. The display shows: "_ 0.00"
Hope this helps in restting to factory settings................................sodeep

I found the service manual here:
It is New Zealand, and the file is a little over 3 MB. If you have a problem, contact me and I can email it to you.
It has a section on programming the CE-3700.

You haven't logged on. If you have the european version, there are clerk buttons next to the key. If USA version, you must log on with a PIN number and press CLK# button.
If you still have trouble, the users manual is here:
