Question about Vizio L32 32 in. LCD HDTV
Rain per say will not cause this unless the set got wet or lightening etc.
If total dead begin with an examination of the fuses and the caps on the power board.

Your filter capacitors have popped due to diodes shorting, P-channel FETs shorting from gate-to-drain. Pull-up resistors have changed value and as a result your capacitors have peaked (popped)....so now the tv is in protection mode to prevent further damage to your tv. Take it to your local shop for servicing, or take it back if its under warranty......

The pop has been generated by the explosion (literally) of an capacitor from the power board of the tv. When that happened the power source has been shorted and, if you're lucky, it went in protected mode. Fixing that is a relatively simple job - all you need is a soldering iron and a basic experience in using it. Follow this
If you're unlucky the entire source has been fried and it will have to be replaced - here's a good one

0ne of 3 has failed:
(in order of probability):
1. Backlight inverter
2. Power Supply
More specifically on #1 and #2 - capacitors either bulging, leaking, or exploded.
Please seek the expertise of an experienced TV repair technician - as they contain potentially lethal voltages that must be properly discharged before work can begin.
