I have installed the belkin n 22EBC3 wireless router and it is working but i was never asked about setting password. how do i do that now and where do i go to set this. will it affect the other computers. i have 2 laptops that use this router as well.

I see you set Windows back to defaults as you mentioned and now your Router will not go Wireless.
First Restoring Windows Back to Factory Defaults will not reset your Routers Settings to Defaults together with Windows.
So Most Probably the issue is since you restored windows back to factory defaults you may need to install the Wireless Driver again on the Machine / Computer to make your computers wireless card work again and be able to detect and connect to your Belkin Router.
try a difefernt device that can connect wireless to your Router or maybe a different Laptop to see if the Belkin is working fine wireless.
If any other Laptop will not detect the Belkin then try turning the Wireless Radio ON again in the Router Settings of Belkin.
But I suggest to check all your system drivers if installed for it to be wireless capable again on the issue, Restoring Windows back to Default will not change anything in the Belkin Router. I believe this is a Driver issue on the Wireless card of your Computer.
You mentioned the system does work if plugged in Wired right, check your drivers install every driver that needs to be installed from the Manufacturer Website of your Computer for proper and compatible drivers.

You need to configure your router. For that Connect your router to computer with ethernet cable then you can access it with following default link. http://192.168.15.1 or http://192.168.2.1 If you are not able to access it with above ip then check your computers ip address gateway ip is your router ip try with it. Then it ask for user name and password. Type user as "admin" and password as "admin" or "password" or blank. Then you can see configuration page of router. Click on WAN settings and set those settings as your internet service provider settings. Enable DHCP if you want to get ip from router. Clickon wireless settings enable wireless then enable WEP Security then add WEP code .It is your password to connect wi fi.Then save settings and restart router. You have to go into the setup for the router. Most default to the 192.168.1.1 IP address. You would type that address into your internet browser and hit enter. Then you will be asked for a name and password. If you have your belkin manual it will tell you the default name and password. Once in the settings you can change the password. You can also turn off SSID broadcasting, enable the highest level of security that your particular router supports in conjunction with your computer and enable MAC authentication. If you enable MAC authentication you have to type in the MAC address for each device you wish to have access to the router.
I made a video on how to do it on my F9K1003V1. It should be close to the same setup. The IP address you use to log into it should be the same as I use in the video but the menu will probably be a little different.
I believe you are referring to the network key set on the Belkinrouter. Since you do not have the code, you will have to access yourrouter's web interface. Let's begin with your router:
Using your working laptop, open Internet Explorer type 192.168.2.1 (default IP address of Belkin routers) press Enter. It will ask for a username and password - by default it'sadmin for both. If it does not accept admin, type in the username andpassword you set to your router when you installed it for the firsttime.
Once you open the setup page of the router, go to the Wireless tab ofthe router (located on the left side of the web interface. Look forSSID and WEP key or Network key (SSID is the name of your wireless network). Take note of the SSID and WEP keybecause you will need to set this on the XBOX console.
On the XBOX:
Open the dashboard settings - select Network Settings. Configure your XBOX to connect to your wireless network. When it ask for the network key - type in the code that you will see on the router's web interface.

What is the brand of the router your using? This information will be from the router that you have. Use a wired connection from the router,check your default gateway (ipconfig) and type that numbers in your address bar. You will be able to access your set-up page, look for wireless tab and look for wireless security. You will see there your WEP key.
