We could go through many troubleshooting procedures but if it's only 6 days old take it back and get a new one. There's no reason you should try to fix their problem.
The only obvious thing to check is that the cables are seated, secure and functional. Also, when you press the power button, do you get any light around the power button at all? If so, what color is it?

Where can i download the drivers for the emachines flat screen monitor model number e19t6w for free windows xp

I looked at EMACHINES website, and there is no driver availabled so it may mean that the XP OS should be able to support it.
http://www.emachines.com/support/drivers.html

The only reason you need to install the driver is to be a ble to get all the resolution this monitor can support.
So what kind of problem are you having?

No display, clipping sound appear

The clipping sound is the internal safety switch that keep shutting down the monitor.
It means there is an internal problem on the main board (overvoltage, bad component , short).
Try unplugging power cord and leaving it unplugged two or three hours, this will reset ICs by draining power completely from circuits, it is called hard reset, it rarely works.
CRT monitors waste up to 15 times more energy than TFT screen, if your CRT starts giving troubles, then it is a good time for upgrading it to a new TFT.

17 in Widescreen Mag Innovision

Dear tfollis

Have you checked the HZ that you are using the monitor in windows ? If set at a very high level (for example 100hz) it may damage the monitor as it is not supporting it. (and maybe this explains the reason for the shutoff as a means to protect the circuitry)

17 inch TFT/LCD Widescreens monitors are ussualy optimal at 1280x800@60Hz.

Right click on Desktop-->Properties-->Settings-->Advanced-->Monitor--> At this point check the Monitor Refresh Frequency.

Check this first and if this does not solve it then we can proceed to more serious hardware troubleshooting.
