SOURCE: Leaf Blowers types

* Handheld units are the most popular. Available in gas- or electric-powered versions, they're portable and convenient, yet powerful. These models can get heavy while using. Larger models can also vibrate a bit at full throttle. Consider the weight and balance of the unit when shopping. * Backpack leaf blowers are gas-powered. The blower fits in a harness that's worn on the operator's back. The hose reaches to the front where the user operates the throttle and blow or vacuum tube. Backpack blowers are normally used in larger areas. * Walk Behind leaf blowers cover the most acreage. Mounted on wheels, these gas-powered machines are normally the tool of choice for commercial users, but for regular homeowners, they can make short work of a home lawn. Vacuum units use a hose for picking up debris.

I have a John Deere 2E leaf blower. Lately it has been hard to start but runs fine once it is up and running. Would it help to adjust the H or L screws on the carb?

The H (High Speed) and L (low Speed) should not typically need adjustment. What happens is the diaphragms get stiff and do not operate efficiently. If the unit is over 5 years old and/or the fuel is not completely drained with the unit run dry at the end of the fall, then I would suggest replacing the diaphragms within the carburetor. This along with spark plug change, air filter cleaning and a check of the muffler to insure it is not clogged is considered a basic tune-up.

The LT190 uses a FH580V Kawasaki Engine.

I have a John Deere hand held blower. I can't get

Your adjustments to the carburetor may make it worse.
Plus if the fuel mixture is over 30 old, I would replace it.
Manufacturers have told us this year any gas over 30 days old is considered bad gas and needs to be replaced. I would try some fresh gas(from the station) and some new 2 cycle oil at 40:1 Ratio(3.2 ozs 2 cycle oil to 1 gal of gas).
Good day.

Make sure your electronic ignition (modular, coil, or whatever you want to call it) is not the problem. Check this by replacing old plug with new (I'm sure you already did this), but before putting the new plug in connect it at the top to the ele ign wire, then lay it on the machine or any piece of metal, (screw driver will do) then try to start the engine. Watch to see if you have fire between the spark plug and the metal. If not it is the ele ign that isn't any good and must be replaced.
