Question about Neovo F-417 17" LCD Monitor
I plug the monitor into the computer then plug the power to the monitor, it will come on for a couple seconds. Then when I turn it off by the power button and back on it will only flash on then go off. If i unplug the power from the back and plug back in it will then come on

I tried cleaning the plate as suggested but had the same problem. So I decided to see what would happen if I disconnected the button board all together. I haven't had a problem since. I don't know if this is a good idea or not but it worked for me. You need to make sure the monitor is in the on position before you do so. Since obviously you can't turn it on or make adjustments to the monitor afterwards but I never made any adjustments to it anyway.

When troubleshooting another problem with this monitor i had it open and noticed that all thought this monitor has a "fixed video cord" once the unit is opened up it actually plugs in just like any normal video cable for a monitor. If the monitor video cable is the problem(bent pins, twisted to much, left kinked) then replacing it is an option. Simply open the monitor carefully(so as not to break any clips) and remove the EMI Shield. Once you do this you will be able to see where the video cable plugs into the monitor and replace it.

The flashing light indicates a diagnostic state called protection.
When the Monitor goes on protection there are only two possible causes.
1 The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.
2 The protection circuit detected a wrong voltage or a broken contact, identified an internal fault and kicked in , starting the flashing light.
If you are in situation one, then the monitor will reset just unplugging power cord for one or two hours, sometimes even minutes.
If you are in situation 2 , then there is an internal fault.
Common faults that can occurr suddenly are a blown capacitor on power board, the inverter board powering up backlight lamp has blown, or a fault on main lcd controller board.
check also the video cable, if the cable is shorting, or the connector is bad, you can get same flashing state because of the video cable.
Check connectors, try moving the video cable, and if the cable is not built in, then also try a replacement cable.

This means there is a hardware failure in the monitor that could be either blown CAPs or a shorted out inverter. It is difficult and dangerous to replace both of those(involving soldering and desoldering) if you don't know how as LCD's are made of a hazardous material. I would try new cables and on a different computer as a last resort and if that doesnt work then your monitor is trashed. If it works on another computer then the issue is not with your monitor.
