Question about Samsung Audio Players & Recorders
Crystal Surround Air Track (Active Speaker System) (HW-E450C) Television: 8000 Series Samsung (3D) How do I get my Television Remote Control to operate the Volume for the Crystal Surround Air Track (Active Speaker System). I have another set up in the bedroom identical to this one and I can operate the volume of the Samsung Sound Bar with the TV remote control with only the Fiber Optic Cable Connected to the Samsung Sound Bar.

Try reprogramming the codes into the TV for the volume control.
Jensen JR500 manual - If you cant get it to work using one of these codes it does not support your unit.

yes, you must use the setup menu and assign the optical input to the input you are using. Some receivers have a "input mode" switch. If this one does, you only ned to press it until it says "optical". If you have a owners manual, it will decribe all the settings that need to be made to accomplish what you need.

They volume indicator you are seeing is meant to show the volume of content if it were to be recorded on the cable's dvr. This indicator has no effect on the volume of content as it is being watched. This feature allows recording of sound at a set volume even while the tv is off. It sounds as though you'll just have to use the volume buttons on your tv's remote, though you might want to try seeing if there is alternative set-up for those cable volume buttons.

Check for a stuck/jammed switch, press each switch if one doesn't make a normal click sound or it doesn't move at all that's your problem.
If that's not it check the owners manual for how to reset the receiver (not all manuals will tell you how to reset it) Another way to reset it is to short the memory cap, but that is better left to a tech.
