I have a dell 8500 lattop that will not boot up

machine keeps looping to xp screen will not go any futher. i to reformat just get letters scrolling. can you help? or do i need a new harddrive?

please clarify what you mean by " i to reformat just get letters scrolling" Did you try to reformat the drive? and how? if not, try pressing F8 while before you see the windows XP screen and select safe mode. Then check the event logs.
