Sony vaio VPCEE22FX fan won't star but have power light?

You have not given enough info so I'll shoot from the hip. If all you are getting is a power light and no BIOS post the chances of a bad video processor ranks extremely HIGH. Solution..Reflow the soder and replace that stupid thermal foam with a copper shim

Can I change or upgrade the Video Card on my Sony Vaio VGN-FZ140E?

No Bull, no internal upgrading.

One may be led to think so, due to computer manufacturers just abusing the heck out of their 'Advertising license'.

The motherboard chipset is an Intel GM965,

Integrated graphics, not a replaceable, therefore upgradable; graphics card.

Something that may interest you though,

Replace Grafik Card

The graphics card is a part inside the laptop, to replace it you would have to either open the bottom cover of the laptop or take apart most of its casing.

In most cases the part is integrated to the mainboard and can not be replaced in your case it may be possible to remove the card and install another one in its place.

The graphics cards are actually integrated onto the motherboard and are unfortunately not inter-changeable like desktops. Your next option would be to purchase a new/working motherboard. Good luck!

I have sony vaio VGN-CS12GH so can i use graphic card in my laptop.

The graphics circuitry is integrated into the motherboard in a laptop and you can't install a different card. If you are looking for a way to improve graphic performance, your only option is to download the latest video drivers from either the computer manufacturer or video chipset makers' websites, and see if any new capabilities have been added.
