The actuator needs replaced. You have to disassemble the door to find the problem.

Hi Dishwashers use Bi-Metal strip to
allow the dispenser to open/close. This strip when heat up causes the soap door
spring to open up the dispenser. If this strip is not heated doesn't allow the
door to open. The strip may not be getting 120V or maybe disconnected. Newer
(plastic liner) dishwashers use a wax motor to open the soap dispenser. The
plunger inside the wax motor slowly moves and pushes the plunger and door
open. And, if this wax motor doesn't receive 120 volts, then it'll not work.
Please check the voltage to the wax motor/Bi-metal strip; also inspect the

Hi just read your posting.The problem could be a faulty dispenser coil ,or the wires to it are faulty or the computer is faulty.Try selecting a normal eco wash and when you push the start button to start the machine hold the button in until the pre wash light turns off.This should make the dispenser activate straight after it fills.The only way to test which part is faulty is with an electrical meter.Have you or can you borrow one.If so then I can guide you step by step in finding the fault.please reply with additional information and I am sure I can help you further.Looking forward to your reply.

The light flashing 7 times indicates error code number 7 and E7 is a error code for the flowmeter. What the flowmeter does is measure the amount of water coming into the dishwasher. The E7 error code can be cleared aby pushing the buttons in this order
HIGH TEMP WASH-HEATED DRY-HIGH TEMP WASH-HEATED DRY -- OFF/CANCEL
The error code will be cleared after pushing the buttons in that order...if after running the E7 error code returns the flowmeter would need to be replaced
The flowmeter is the part on the left side of the tub it is where the water enters the tub
