Your system comes with on-board diagnostics. Run the diagnostics to check if the problem is with the drive or windows.
To run the diagnostics follow the steps below
1. Shutdown the system
2. Press the Fn+Power button together
3. The screen will display color screens
4. Follow the prompts until it takes you to advanced diagnostics
5. Do a custom test on the optical drive.
If you are unable to run the diagnostics
1. Find the dell resource cd that came with the system
2. Insert the cd in and restart the computer
3. At the Dell logo screen press the f12 slowly 5 times
4. Select boot from cd/dvd drive
5. Press any key to boot from cd .... message appears press enter
6. If the system starts from the cd .. this would mean the drive is ok

Sounds like you may have an issue with it reading discs. It can probably play CDs fine because it's fast enough to buffer ahead of it since an audio CD isn't very much data compared to a DVD. Try cleaning the laser lens with a dry paper towel first (not moist or a dusty kleenex). If that doesn't seem to clean it, or you have visible smears or smudges on it, you may want to try a very very moist (barely the next level above dry) paper towel, then try it immediately.
If that doesn't solve the problem, try different DVD software (VLC Media Player, perhaps) or try a different DVD if you haven't already.

Try re-installing your the driver for your dvd rom. Then try to put different dvds and check if it can read from your drive. If problem remains, I suspected it's your dvd rom is faulty

Might be the problem with the player you are using.If you are using Windows Media player kindly install the K lite codec pack or use VLC player which will play any kind of video format.
