you can either use the integrated OR the video card, CANNOT both at the same time.. You should buy a PCIe graphic card with dual output support.

I suggest you install an AGP video card that suits your requirements. If you play games that require a powerful graphics card, then I recommend the G Force range of graphics cards. A computer shop can recommend to you a graphics card depending upon what programs you are running on your computer. The games programs usually recommends a graphic card with their games.
Don't forget to disable/turn off the on-board graphics card in the BIOS if you use an external graphics card.

If the existing graphics card works with your new monitor, there isn't need to upgrade the graphics card unless you have a specific need such as a graphics intensive games program that doesn't work with the old graphics card.

You should have 2 video ports on the 8400 GS card. One is the standard 15 pin VGA port and the other is the DVI port. You should be able to use these ports on the card to connect dual monitors. If you use the video port integrated on the motherboard you will bypass the 8400 GS card. Here's a link from Microsoft about running dual displays:
http://www.microsoft.com/athome/organization/twomonitors.aspx
The other issue is whether your monitors are DVI compatible.

I have an hp pavilion a720n desktop with an hp pavilion mx70 monitor and windows xp home. There is a problem with the color displayed on the monitor. I see mainly black and white, but blue shows up fine....

First of all you can check the computer by connecting another monitor to it to see if the problem goes away...if so then the problem would be in the monitor. If not , then I would try to change the video grafics card in the computer(assuming you don't have built in video). If you have built in video on the mother board then you will either need to replace the motherboard or disable the onboard video and install a video card

Does this card support dual screen mode? I just bought a monitor that I'd like to use with my HP Pavilion dv6t. I can't set the resolution higher than 1366 x 768. I am told that if the video card must...

Dual screen mode? You mean dual monitor mode?
But anyways, the maximum resolution that you can obtain on your Pavilion dv6t is 1366x768 unless you attach an external monitor. Even then, only the external monitor can go above 1366x768 resolution. You're laptop screen will remain at 1366x768 max.

Te power button blinks when i turn it on, monitor says no signal

you can test if your monitor is the problem by simply replacing monitor for known good or installing the suspicious monitor to a known good tower. replace monitor if found to be the problem.

now, first make sure you have the data cable gong from your monitor to your video adapter (on your pc) properly attached.

if data cable is properly attached...

that means that your video card has likely failed to the point of no being transmitting any data signals to monitor, ergo the message that you get.

replace the video card for known good video card, price is about 20 - 150 dollars.

Moniter wont work

Possible reasons for this is a defective video card or the monitor itself or Windows installation failure. First, isolate the problem by swapping a working monitor to your system and check if the problem still persists. If it still doesn't work, then video card is the culprit. Some defective video cards function only on the lower resolution settings, which is the default resolution in the installation process of Windows XP. When the installation is finished, boot loader set the user interface to a much higher resolution which the defective video card is incapable of.

To further verify this, try pressing F8 and start Windows XP in a Safe Mode. If it boots properly, then Windows XP is incapable of going across the normal mode.
