You should be able to use the built-in windows application. It is located in the Control Panel under Scanners and Cameras. Just double-click the icon for your camera.

It sounds like the webcam drivers have become corrupt.
What you will need to do is visit Toshiba's support website and download the latest drivers for the webcam and install them.

Some webcams have on & off buttons on them, so you could try that. If it doesn't work, then maybe you should make sure it's plugged in correctly.
