During startup, just before the Windows splash screen appears, you should be able to hit the F8 key for a list of startup options. It looks from your post as if you know how to do this.
One of those choices should be to disable automatic restart on system failure. (or words very similar to that.) Use this choice to get into safe mode if you can, or into regualar windows.
Once there, go to the system restore feature and restore to a date when everything worked.
This error message is a message pointing to a piece of software (as opposed to hardware, as so many of these messages are).
The next best fix is to reinstall the OS from the ground up. this may be a major hassle, depending on the data you have on that hard drive.

Please follow these instructions to correct this error. I recommend you begin by scanning your system for malware by following these malware removal protocols. After scanning for malware, if you continue to experience this error, scan your hard drive for errors by running chkdsk. (link here.)

it sounds like a program was removed and the operating system is trying to run the program when the OS starts up. Are you having any problems with your programs or virus scanner? A virus can disable/remove files or programs. Did you un-install any programs? Did your virus scanner find any malware or virus and remove them? Try all your programs and see if any have trouble starting. Check the windows start-up folder and see what icons are in that folder.

check back to the last time you were able to log on OK and consider what you have installed since. As a DLL it is only a small part of some program that has failed or become corrupt It is not a general dll that is part of windows, so it is some external program of an unsavoury ilk.
