I would recommend you take it to someone who can diagnose it for you. it could be, but it could also be many factors. It maybe worth a $50 diag fee. Causes can be too numerous to post

If it sat that long with fuel in the carb, it''l be all varnished up inside. Poor carb cleaner in it and let it sit over night at least. You may have to pull it and thoroughly clean it.

You could have a shorted diode in the full wave brige for the DC charge circuit, test it with the diade scale on a DMM.

most generators have a reset button. check your manual under the trouble shooter section good luck.
