This is a synchronization failure between the loading mechanism and the player. Could be due to worn or slipping belts or many other problems

Yes, you have a disc problem. Some PS1 games have audio MP3 , or WAV files on them, and poor reading sometimes will pick up the audio tracks and not the Game data. You could be having a Laser alignment issue, but if other PS1 games are working fine, you do not.
