Question about Cameras
I dont know how it started creating such problem i have tried a lot with switching on and off and picking out the battery but its not being a solution for that. I couldn't take off the pictures since lens is jammed inside and its not coming out just it is mentioned in screen: Turn the power off and on again. But its not being ok.

it seems that the lense movement is jammed. Have you dropped the camera? just have a close look from the front side of the camera, does the lense assembly seems to be pressed or moved aside by some extra preassure? if no physical disalingment is visible may be some sand or dust partical is obstructing the movement of the lense assambly. needs a help from camera repair shop.

All the R series Ricohs have a pretty complicated lens system employing 2 swing-out lenses which can get stuck pretty easily, or worse, broken. If you are very good at taking things to bits you might have a go at fixing it (I've done several that were not TOO bad) since picking up one on Ebay with a good lens unit is almost impossible.

I have the exact same problem with my Cyber-shot; the lens is stuck inside. After trying everything to loosen it (like wedging a razor knife between the sections, even dropping it or banging it against a book, etc) non of which I recommend, I finally got it open by PUSHING on the black telescoping section surrounding the lens itself. For some reason, this worked!
