Your TV does not indicate that it has a voiceover for visually impaired, it would not be a default setting anyway so go to the remote MENU and select RESET TO DEFAULT, this will remove it if it is from the TV!
If you go to the Settings app then General -> Accessibility, you should be able to turn voice over on/off. Use three fingers to scroll if you need to. The Triple Tap shortcut is also something that can be turned on and off in the Accessibility tab, its all the way at the bottom.
If you mean VoiceOver, you can go to the Settings app, under the General tab. There should be a subdivision of the General tab named Accessibility, where the first entry will be VoiceOver. You can tap on that to turn off VoiceOver.
Settings -> General -> Accessibility -> VoiceOver -> Off

If the Mac is saying everything you do it is because the "Voiceover" options for handicapped people is set to "ON."
Hold down the apple key (the one next to the space bar) and hit the F5 key. This toggles Voiceover on an off.

2. Choose "Speech."
3. Click on "Text to Speech."
4. Click on "Open Universal Access Preferences."
5. Click on "Seeing" if it is not already selected.
6. Under "Voiceover" check the circle by "OFF"
