SMPS reatart problem

Once the PC is switched off/ shut down it can not bw restarted. PC switch is OK. It starts only when the power plug is takenout for few minutes and put back again. Also, it works only if PC is started within 5-10sec of this, otherwise a faint LED remains on and PC doesent start. The SMPS is Quantum model -250

Customize the Shut down button windows 7

Customize the Shut down button The default action of the Start Menu's Shut down button is to turn off your PC. If you want to use the button for another action, such as restarting your PC, you click the arrow to the right of the Shut down button and select an action from the drop-down menu.
What if you rarely shut your PC down completely but frequently restart it? You can change the Shut down button's default action to be Restart -- or Switch user, Log off, Lock, Sleep or Hibernate.
To change your default, right-click the Start button and select Properties. On the Start Menu tab, click the "Power button action" drop-down menu and select which action you want to be the default. Then click OK, and OK again.

The computer start after 3 or 4 attempt when I press the power button. When the computer is on & I restart my computer from Start - Turn off computer - Restart. - my computer shut down instead of...

If the computer is not truing in first attempt then check for the earthing is OK or not. Then check the power is correctly supplying or not. There may be a chance in loose connection of the switch of your cabinet. If the system is shutting down when you give restart, then it may be problem of power. If the power part is is OK then the operating systems is to re-installed or repaired.

Sir i am using asus motherboard(ASUS M2N68-AM SE2) in my pc, when i switch on my pc the processor fan and smps fan is rotating for few seconds(4 to 6 Seconds) and it stopped rotating. 1. the monitor shows...

remove all the ram from motherboard and switch on the system and see it is working or not like just on and fan are rotating and the smps fan is also working and your system is giving beep sound for ram.try with other smps also some time problem with power supply also. Remove the connector of power switch and restart switch and directly try to on from shorting the connector with the help of pen or screw driver point. Some time faulty switch also give problem. Just try all these possibilities.

Hope this helps. Please rate my response.
Thanks.
Have a good day.
