Take it to a tech , if you have to ask then you are not able to work on it . It is definatly an internal problem.

Sounds like the PLL may be toast. Either that, or someone has **** with the wrong potentiometers or tuning slugs in the radio, causing to to no longer resonate on the correct freqs.

If there is no transmit at all, it sounds like it wasn't fully refurbished. If it is just low modulation then just turn VR16 and VR14 all the way to the left.
If its not working at all, send it back. It hasn't been refurbished.
