You could have mineral deposits on the temperature probe inside of the unit. If you remove the heater and purchase a bottle of lime and scale remover (lime away) to put inside of it. Let the unit sit full of water and chemicals for 24 hours. Flush out the unit to remove any residue. You may see the water is brown if you have a lot of buildup. Reconnect unit and test your settings. If this doesn't work, install a anti-scalding device, available at a plumbing supply store.

The water heater should not have a "discharge valve" at all on it, and if it does (not code) you would not need to shut it off. All you need to do is shut the house main off and you will be fine. Once you shut it off, open up all other faucets to drain the house. Be sure to shut all faucets once you repair. PS I do not recommend trying to "clean" the cartridge and it is sure not to work. Simply replace it.

a washer or o-ring inside the cartridge may have dislodged and caused this ---turn off water to valve or whole house if necessary, and remove shower valve cartridge and inspect---all o-rings/washers should be in place and somewhat greasy(lubricated)....note which way it was when you removed it, as its replacing must be done the same way

Tips for a great answer:
FUNCTION TEST SEQUENCE
1. Press and hold Select and Cancel buttons simultaneously for 6 seconds to reset the control. The buzzer will sound 1 time and "rES" will be shown briefly in the display.
2. Immediately after, rotate cycle selector knob 5 turns counterclockwise to the second position from the bottom. Press and hold the Options and Cancel buttons simultaneously for 2 seconds.
The control will enter test mode, the buzzer will sound 3 times and all LED's will rapidly flash. After entering the test mode, the cycle selector knob can now be rotated to select the following tests:
Rotate the cycle selector knob clockwise from the starting position:
0 turns: All LED's will flash.
1 turn: Drive motor runs; heat source is on. Drying LED is lit. "H" and the control thermistor reading will toggle back and forth in the display.
