2) There is no reset button on this type of timer.
Nor is there a repair manual for $16 timers.
Generally people buy another timer since the timing chips and parts are delicate, easily damaged by power surge, and often quit working before 1 year warranty expires, and usually last a few years before no longer functioning. The photoeye sensor is often a failure point.

3) Check outlet for 80% rated voltage.
Check timer on different outlet.
Use circuit analyzer and test outlet for correct polarity and grounding.
Test and replace GFCI outlets as needed.

You posted under Woods indoor plug-in 24-hour mechanical timer.
This particular timer:
Rotate dial until current time lines up with words: 'time now' located on inner dial
To set on-off times, look carefully at dial that rotates.
There are tiny pins that stick up on the dial.
Each pin represents 1/2 hour.
Use fingernail and click pin outward for each half hour you want timer ON
Leave pins inward for each half hour you want timer OFF
Next, plug table lamp into side of timer.
Last step, plug timer into wall outlet.

The "pins" are the 48 little tabs that are around the clock dial. That would be 2 in every hour of the 24 hour day.
Push down a pin to start the device that you want to control and pull up the pin at the time you want the device to stop.

Add a comment and say what type of problem you are having with timer.

General instructions are:
Plug timer into receptacle.
Push on-off button to set timer.
5 possible settings:
F always OFF
O Always ON
Choose1-9 for ON at dusk and OFF 1-9 hours later as set
Choose D for ON at dusk, OFF at Dawn
Choose 1.-9. for ON right now, OFF 1-9 hours later as set
