If you are using Windows Messenger, you have to go to Tools > Audio and Video Setup, click Next past the audio settings, and choose USB Video Device from the list, and click Finish.
In Skype, it is (after you sign in) in Tools > Options > Video Settings and change it to USB Video Device.
