Thin horizontal line across the screen

when I turn on the television I get a thin horizontal line the width of the screen and the picture opens up slowly to about half of the screen

- found a broken solder joint on the positive terminal of the eletrolytic capacitor will solder see what happens befoe replacing it.Jan 13, 2009
