It is about 2 years old and the orange charging light stays on when it is connected to the charger. Even went and bought a new battery but it still won't power on after it has been charged. Any suggestions? Nintendo wants $75.00 to fix it...why would I get it fixed when I can buy a brand new one for $125.00. Can anyone say conspiracy?

What is the orange charging light doing? If it is just flashing on, or only staying on or a minuet, that means you need a new battery. The orange light foes on when the battery has been charged to its maximum capacity. After each charge, the capacity is decreased. So if the orange light is on for only a short time, get a new battery.
First of all, your DS Lite is charging both ways.....with power on and without power on. You have for almost 99% sure a blown fuse F2 on the systemboard. If you can solder you can try to replace it with a new one but be adviced, it is tricky if you don't have the skills with soldering SMD components and it can send your DS lite to the trash. So my advice is find someone that repair DS Lites or order a fuse on eBay and try it yourself.
