My printer will not work. When I turn it on it flashes all of the lights for a while then turns off. Never will settle on the green light
SOURCE: Reset ink level for HP 460
There really is no "reset" for low ink light - it is driven by the software reading of the ink levels on the cartridge via the connections. Sometimes they may be dirty and this can be removed by carefully cleaning (preferably using electrical contact cleaner on printer and dry air on both) the contacts. But many times a refilled cartridge will give this error and no cleaning or other procedure seems to correct it. HP is doing their best to not allow refilled cartridges and are working on ways to prevent that.

Introduction
The printer lights indicate the printer status. These lights can be on, off, or blinking (flashing), depending on the status of the printer. The sections below describe the most common combinations of blinking lights, how to fix the issue, and how the issue is caused.
NOTE:
The light patterns included in this document are described as blinking or flashing lights. For the purpose of this document, "flashing" means the same as "blinking."
Blinking lights
Printer lights can can blink for more than one reason, so the solution can vary. These solutions need not be performed in a specific order, but solutions for the most common issues are presented first.
Blinking lights are often accompanied by an error message on the computer screen, which might help determine the solution.

Hi Girlemom. Just had the same problem here. Lift up the lid and slide the ink cartridges to the left. If they are stuck in the middle, this will prevent the printer from starting properly. Then, unplug it, plug back in, and turn on. It should restart normally.

Probably your waste ink counter. Should be cleaned or replaced before
resetting but usually you can get away with resetting once.
1. Start with printer OFF
2. Hold down RESUME and then hold down POWER
3. Release RESUME
4. press RESUME twice, then release POWER
5. let green light blink until printhead has finished moving.
6. Select functions below with RESUME, execute with POWER
0 presses - green light - Test Print (exit service for i960)
1 press - orange light - EEPROM info print
2 presses - green light - EEPROM initialise
3 presses - orange light - reset waste ink counter.
This also applies to the i550, i560, i950, i960
