Actually the most common cause of flashing or flickering is a failure of the power supply board. There are parts called capacitors that go out and this shorts out the power supply which is why the monitor is flashing, if does each time the power supply shorts out and restarts. Here is a link to a repair guide that shows what capacitors need to be replaced.
