Hi and welcome to FixYa, I am Kelly. First off you did not mention the age of this tool which would have been quite helpful in my response.
I looked up your parts here:
You should inspect the brushes (item 11) for wear or broken springs. From what I can tell this particular model has been in the retail market place for at least 10 years. This would lead me to believe that the brushes are suspect. The brushes can be removed by unscrewing the opposing "screwdriver slotted" plastic caps on the outside of the tool and then carefully lift them out for inspection.
Use a flashlight and inspect the armature where the brushes come into contact. It should be shiny copper colored and not dark or black.
I also note that the switch has 5 speeds. Since it does not work on any speed... I doubt the switch has failed.

usually but take a look at the field for discoloration of the windings, if you have a volt ohms meter take a reading across the field leads and reverse the contacts and the readings should be about the same, if there is a major difference the field is probably bad also.
