I am going to assume that you have not already found the answer to this problem. It is actually pretty common for flat panel televisions in the winter to be too cold to turn on. What I did when faced with this problem on my 32 inch memorex was turn it on for 30 minutes while covered with a fleece blanket, than turn it off. When you turn it back on it should work...did for me!

I work for Memorex tech support. Our number is 800-919-3647.
I know this isn't what you want to hear, but the problem you've described can't be fixed with troubleshooting. Your TV will have to be repaired. There is a part that has developed a defect and needs to be replaced. If you're still in warranty, the TV will be repaired at no charge to you. The warranty would likely be at least one year from the date of purchase from the manufacturer. If you purchased an extended service plan they will repair the TV at no charge as well.
If the TV is no longer in warranty, it will likely cost a minimum of $150 parts and labor. This is assuming that you only need one circuit board or small part. If the problem is more than one of the circuit boards, the price of repair could go much higher.
I hope I've provided you useful assistance and that this information allows you to make an informed decision as to how to proceed from here. Please be sure to vote on my response. I hope I've earned a good rating from you today.
Please let me know if I can be of further assistance.

Check the power supply module for bad DC filter caps first, then check the backlight inverter board for shorts.
If you are going to DIY and have proper tools, electronics knowledge, and know safety precaution then please read on:

LCD sets (other than those very new) use fluorescent back lighting to produce the picture.
Those lights require high voltage to ionize them so the problem could be either the tubes themselves or the inverter that produces the high voltage is failing.
Anyone with some degree of manual finesse and possessed of logic can cure this problem but it may be difficult to identify the failed part accurately meaning that if you 'shotgun' the problem, you would need to replace both the tube(s) and the inverter board.
The latter is in most sets as a separate assembly which derives its operating voltage from the main power supply and will be obviously attached to the fluorescent tube(s).
The board will have to found from the manufacturer or a company that disassembles scrapped sets.
Check with the site below for availability:
Search on your set's model number and the term 'inverter.'
The tube(s) can be bought from several US suppliers.
