What type of furnace? strip heat....gas... I would check the reversing valve.Run the unit in cooling have someone switch the stat to call for heat....."Whooosh!!!" the reversing valve will switch over.Other methods of switching the valve , remove one wire, remove the nut and slide the solenoid off the valve will reverse. The switching solenoid can be checked magnetically by using a small screwdriver. Switch from cool to heat or heat to cool this way you can check if the valve is getting a signal .
Heat pumps are a fairly complicated simple device..... sometimes just switching the valve back and forth a couple times gets it unstuck. Remember air coming from the duct will feel cooler than air from a gas furnace .
Most customers don't think they are working when they really are. 100 degree heat is not that hot to 98.6 degree person who is used to 120 degree gas heat!

Brand New 2 weeks old 4 ton Trane compressor leaks a lot of water onto pad

If the unit is running in cold weather than there is ice building up on the coils located outside. This is normal in that the unit is running in heat pump mode heating inside and cooling outside, After the unit detects the ice build up it briefly reverses the cycle heating the outside coils melting(defrosting) the ice which you observe as water on the pad.

The video gives you an example of the defrost cycle!

Heat Pump makes a surging/buzzing sound every 20 seconds

You might have a short going to your reversing valve. Check the temperature of all three lines out of the valve. The one on the left should be cold and the one on the left should be warm hot. . Check voltage to the valve.if it fluctuates that might be the reason for the buzz.

Will a th5000 work with a ruud dual fuel

Are you talking about a pro 5000 Thermostat??? if so then NO it will not work. With this stat you do not have a temperature lock on the heat pump. Say you don't want the heat pump to run below 25 degrees. it won't shut the heat pump. And you don't want the heat pump to run at the same time as the furnace. With the Pro 8000 3 heat and 2 cool thermostat you can lock out the heat pump at 25 degrees outside an turn the furnace on. You will have to install an outdoor thermostat hooked up to the pro 8000 it usually comes with the stat. Honeywell products.

I have noticed my heat pump is freezing up on the outside unit, we have had freezing rain and snow the last 2 days but I have never noticed ice accumulation on the outside of the unit, it also seems like...

In freezing weather the heat pump efficiency drops. The freezing is normal. The equipment has a board and sensor to defrost your heat pump. Now this system can fail but freezing rain and snow get pulled into the unit get pulled into the unit coil and freeze blocking airflow. You can defrost the unit by turning it to cooling. This is what the defrost board does automatically.

Ruud heat pump high pressure cut off problem

That's going to be in your installer configuration. Check and make sure the G terminal has a wire connected to it at the tstat , and that connection it tight. In the configuration menu, make sure it is set for a heat pump, elected heat. It seems to me that the tstat doesn't know its connected to a heat pump. Should be able to locate aodel # for tstat on the back of it. And ask Mr. Google for a manual, if you don't have 1. Hope this helps!

No heat

First figure out if your unit is a heat pump, (where the unit outside both heats and cools your home) or it may be a propane or nat gas furnace, it could also be a hydronic heater (the water heater heats the home) let me know what you find out.
